La salle Mezzanine de l’immeuble siège de Yaoundé a, une fois encore, servi de cadre à une rencontre au sommet chez le fleuron national des télécommunications. Le Directeur général de Camtel a reçu une importante délégation de l’Office du baccalauréat du Cameroun (Obc). Cette structure, sous le giron du ministère des Enseignements secondaires, est dirigée par Minkoulou Etienne Roger. Elle a la lourde charge d’organiser les examens en langue française, notamment les emblématiques Probatoire et Baccalauréat aux portes desquelles se ruent chaque année des milliers d’élèves.
A une époque où le digital irrigue l’ensemble des pans de la société, l’Obc est condamnée à une mue indispensable afin de remplir pleinement ses missions. C’est fort de ce constat qu’elle a décidé de se rapprocher de la maison mère de Blue afin de sceller un partenariat stratégique.
The agreement was signed in Yaounde on January 15, 2026 by the General Manager of CAMTEL, Judith Yah Sunday epse Achidi and the Director of the Cameroon Baccalaureat Board, Etienne Roger Minkoulou.
Signing the agreement, CAMTEL’s General Manager said it is the beginning of a cooperation that will grow even stronger: “The digitalization of the official examination process is no longer an option. It is a national requirement aimed at strengthening security, improving operational efficiency, and preserving the credibility of our education system. Through this agreement, CAMTEL reaffirms its commitment to supporting OBC in its digital transformation by providing it with reliable, secure and scalable technological solutions,”
She went on to outline the common ambition of both structures which is aimed at contributing to a more modern, more resilient education system that is resolutely forward-looking and benefits Cameroonian youth and the nation as a whole.
For his part, the Director of the Cameroon Baccalaureat Board, Etienne Roger Minkoulou noted that the signing of this agreement concretises a long-standing collaboration between the two structures. CAMTEL has a long-standing reputation of providing crucial support and facilitating the Cameroon Baccalaureat Board’s digital transition.

Pour Minkoulou Etienne Roger, la signature de la convention officialise une collaboration de l’ombre. Depuis longtemps, Camtel a donné un appui décisif permettant d’améliorer le saut de l’Obc vers le digital. Dans son discours de circonstance, Madame Judith Yah Sunday épouse Achidi a déclaré que le partenariat entre les deux structures est orienté autour de trois points.
Le premier a trait à l’interconnexion des sites. Moteur de l’économique numérique en Afrique centrale, Camtel va offrir aux démembrements de l’Obc une connexion de très haut débit et surtout redondante.
En guise de deuxième pilier du partenariat, la protection des données de l’Obc au data center de Zamengoe. Avec le cloud national souverain, toutes les informations sensibles seront stockées dans un cadre 100% camerounais et sans entrave d’une entité étrangère. En ces temps de dérèglement sur la scène internationale, Camtel réaffirme la souveraineté numérique du Cameroun.
Pillars of the Agreement
Beyond the paper work, the agreement signed between the two structures addresses key issues which will go a long way to accelerate the digital transition and transformation of the Baccalaureat Board.
Through the partnership, CAMTEL will provide robust and secure connectivity. This will be done by interconnecting the Baccalaureat Board’s facilities through CAMTEL’s national fiber optic network which will in turn allow for smoother, faster, and, above all, more controlled information flow. By interconnecting the Bacc Board’s facilities and sites, CAMTEL will help the structure secure its operations, reduce delays in service delivery and bring the structure closer to the users.
In addition, CAMTEL’s Data Centre in Zamengoe, Okola sub division provides a major guarantee for the secure hosting of data from the Baccalaureat Board. Certified Tier III, CAMTEL’s Data Centre ensures availability, redundancy, service continuity, and enhanced security. By making making available the services of its Data Centre, CAMTEL will ensure examination data in carefully protected and secured.
Comme troisième point, Camtel va déployer une expérience numérique de qualité débouchant sur l’accompagnement dans le développement de plateformes sécurisées où la communauté éducative pourra, en toute clarté, suivre de bout en bout et de façon crédible le processus menant à la proclamation des résultats par l’Obc.
La signature de la présente convention constitue un acte stratégique renforçant le rôle de Camtel comme partenaire technologique de l’administration publique et valorisant son engagement dans la digitalisation des services essentiels, conformément aux orientations gouvernementales.
En ce septennat des grandes espérances, Camtel se pose résolument en architecte de la révolution numérique de la jeunesse camerounaise, si chère au Président Paul Biya.
CAMTEL will also support the setting up of modern digital platforms and institutional websites that will facilitate access to information and services.
Other commitments as part of the partnership will see CAMTEL provide secured internet connection as well and mobile and fixed telephony services.
Beyond the engagements and solutions, CAMTEL’s General Manager said the company is bringing a winning mindset and methodology that will ensure maximum satisfaction of both partners. She warned that the partnership should not just be about “installations” (of equipment) but a proper follow up that constitutes supporting, training, maintaining and improving at all levels of the chain.
“This will guarantee a high level of service that meet’s the Baccalaureat Board’s mission particularly during periods of high criticality: registrations, organizational phases, field deployment, data centralization, and results publication,” she concluded.
